The ongoing IPL 2026 faced a big controversy after Rajasthan Royals manager, Rumi Bhinder, was caught using a mobile phone in the team dugout during a recent match. For the unversed, during the Rajasthan Royals' match against the Royal Challengers Bangalore in Guwahati on April 10, 2026. After which, an investigation by the Anti-Corruption and Security Unit of the BCCI sent a notice of the investigation.
Rumi's act became a major breach of the BCCI code as no player or supporting staff are allowed to use their phone in the dugout. The matter is being investigated with utmost seriousness. Amidst the speculations, a source close to the Rajasthan Royals revealed the reason why Rumi Bhinder was using his phone. A report by The New Indian Express, Rumi was using his phone due to a previous medical emergency.

The source claimed that Rumi's lungs had collapsed, and he had to be on a ventilator for a week in Nagpur. It was the reason why he was carrying his phone with him and avoided the major rule of the IPL. The source also shared that mobile phones can be carried in the dugout, but they are not allowed to use them as per the protocol. Defending Rumi, it was stated that he was just scrolling his phone, but the rest he would explain to ACSU officials. The source was quoted as saying:
"Both of his lungs had collapsed and that medical emergency meant he spent nearly a month in a Nagpur hospital. Besides, possessing a mobile phone and a laptop in the dugout is allowed as per the protocol. The only problem was the usage but again he was not making calls or receiving any of them. He was just scrolling his phone. He has time and he will try to explain his point of view to the ACSU officials."

The Rajasthan Royals source further stated that ACSU officials would understand the team manager's medical issue in mind before arriving at any conclusion on why he was using a phone during the dugout. As per the source Rumi had to walk at least 50 steps before climbing around 20 steps to reach the dressing room. And to calculate the needed steps, he might had checked out his phone at the dugout itself. The source said:
"We are hopeful that the ACSU officials will keep Rumi’s medical conditions in mind before arriving at a conclusion. The problem was that he had to walk at least 50 steps before climbing around 20 steps to reach the dressing room and do the same to return to the dugout. That must have forced him to check the phone at the dugout itself."

The BCCI decided to take strict action after Rumi Bhinder was caught using phone during the dugout. The IPL has always been strict with the rules for the players and match officials, especially when it is about mobile phone usage. Only few people are allowed to carry and use phones. But with a specific condition. Players and the team associated can use phone inside the dressing room, which is a private space.

It is considered violation of the rule if someone is caught using the phone in public or semi-public areas such as dugout, boundary line or near field of play. These areas are monitored throughout the match to keep the discipline intact. This rule is place to avoid misuse of information and sharing sensitive match-related information.
