The popular personality has been accused of operating a fraud scheme called Operation Eau de Fraud. As part of the scheme, Phillip ordered perfumes online, changed them with modelling clay, and returned them for refunds. Charges of mail fraud and theft by deception have been imposed on Phillip.

Phillip Carter shared a lot of videos on YouTube
Phillip Carter launched his self-titled YouTube channel in October 2023. The channel has accumulated more than 140,000 views in total and almost 3,200 subscribers so far. 129 videos have been posted through the channel, and most of them addressed the details of different kinds of perfumes.
However, Phillip discontinued posting videos on the channel after July 1, 2025, when he shared the last video, titled These 5 Fragrances Smell like MONEY (2025’s Top Perfumes). The video has received more than 1,300 views. Notably, Phillip did not disclose the reasons why he stopped posting any more videos on the channel.
Phillip Carter is also active on Instagram with 22 followers. The account is currently set to private, with the bio featuring his contact details.
Cook County Sheriff’s Office shared the details related to Phillip Carter’s case
Cook County Sheriff’s Office confirmed through a social media post on July 25, 2026 (ET) about the case related to Phillip Carter. The authorities confirmed that Phillip has been charged with three counts of mail fraud and three misdemeanor counts of theft by deception. The Facebook post included images of the items recovered from Phillip. They also displayed a huge collection of perfumes. The post stated in the beginning:
“You could say this fraud case is scent-sational.”
The post opened up on the investigation, saying that it dates back to March 2026. Notably, the Sheriff’s Police Organized Retail Crime Unit was contacted by Nordstrom during that period, addressing the matter of some perfumes that were returned through shipment. According to the Cook County Sheriff’s Office, the original bottles had been taken out of their boxes, swapped for modeling clay, and the boxes resealed to look untouched.
The investigators immediately started looking at the financial, online, shipping, and other records. They eventually discovered that Phillip Carter was the main suspect in the case. The post revealed the details of the scheme, as it stated:
“They learned he would order thousands of dollars of high-end fragrances online at a time. After the items shipped, he would contact the retailer stating he needed to return them. He would remove the original bottles from their boxes, replace them either with modeling clay or used bottles, re-seal the packages and then ship them back to the retailer, and receive a refund.”
On July 22, the Organized Retail Crime Unit searched Carter’s residence in Chicago and took him into custody. During the search, they found 714 perfumes, and they were worth USD 250,000. Other items recovered from the place included boxes for resealing and shipping, packages with modelling clay, a heat gun, glue, and packaging materials.
As of this writing, it remains unknown where Phillip Carter was taken after his arrest or the date of his court appearance.
