However, the US military has other plans to make Pennywise act as a weapon in order to win the Cold War against Russia. Shaw told Major Leroy Hanlol that they would use the 13 pillars made of the comet that brought IT to earth, and kept IT inside the borders of Derry, and they would decrease the radius of the prison until they could trap IT.
However, the military has other plans, and they dig up one of the pillars and instead of moving it closer to the center of Derry, they take it to their base. But, during the process, they left the cage door open for Pennywise. Hanlol was upset, and he pulled a gun on his fellow soldiers, but de-escalated the situation by explaining their bigger plans.
Shaw's actual plan is to release Pennywise into the United States so that they can fight fear with a common enemy. He pointed out that Derry is calm after the previous night's violence. After his terror increased, an elder person created a dragger from the broken parts of the stars, and it was the only thing Pennywise was afraid of.
However, as the new generation arrived, they didn't listen to the tribe's people and their story of Pennywise's terror. Soon, Pennywise fed on them. After the leader sensed danger, they advised everyone to leave the town, but his daughter didn't. When the daughte went into the woods, Pennywise, who was known as 'Galloo' back then killed he, which led his daughter and others to find the fragments of the stars and create a barrier. And it is believed those barriers were the reason why Pennywise couldn't leave Derry.
