The story of Ustaad Bhagat Singh revolves around an orphan who is being raised by a kind-hearted headmaster, 'Chandrasekhar Rao' (played by K.S. Ravikumar). The orphan boy didn’t have a proper name, and thus, 'Chandrasekhar Rao' named him 'Ustaad Bhagat Singh'. 'Ustaad Bhagat Singh' grows up to be a righteous police officer. Pawan Kalyan plays the role of the police officer, ACP 'Ustaad Bhagat Singh.' Meanwhile, 'Chandrasekhar Rao' becomes the CM. However, R. Parthiban enters the story as a menacing villain, 'Nalla Nagappa'. He is an opportunistic, and when 'Chandrasekhar Rao' gets injured, 'Nalla Nagappa' takes over as interim CM.
'Nalla' has a deeper motive and plans to take over the seat permanently. During the climax of the film, it is revealed that 'Ustaad Bhagat Singh' has a past connection with the antagonist, 'Nalla Nagappa'. In the present time, 'Ustaad Bhagat Singh' is leading a quiet life in the Nallamala forest and is away from his official duties as a police officer. When a wealthy businessman arrives at a forest guest house for his younger daughter, 'Shloka's' marriage, 'Bhagat' is assigned for their safety and security during their stay. But soon his past and present get intertwined.
